An HOA meeting quorum is the minimum number of homeowners who have to be present, represented by proxy, or counted through written ballots for a meeting’s decisions to be valid, with the exact threshold set by the community’s bylaws and sometimes by state law. Attendance can come from any of those routes, not just people physically in the room.

Why does an HOA meeting quorum matter?
